having problems with file search

Can anyone tell me what I might have done wrong? I have
to be signed on to the internet in order to use Windows
Search. When I'm not signed on it brings up an error and
tells me I may need to run setup.
I did some file clean up, and deleted all but the most
recent System Restore points, so that isn't an option.
