Having problems clicking on live link

When I try to click on a link at a website or in my e-mail, I get a window
that pops up that says, "Program must close to allow a previous installation
attempt to complete. Please restart." How can I keep this from happening?
 
In IE go to Tools...Internet Options...Programs tab, click the "Reset web
settings", and check the box at the bottom re IE being the default browser,
click Apply, click Okay.

Googling this error text turns up the vast majority of this error being
associated with Firefox/Mozilla. Do you have another browser installed?
