have unresponsive program, can't shut it down, can't restart compu

I have a program open that will not allow me to shut it down. Some parts of
the program work. I can minimize and maximize and work inside it.

I cannot access any of the "File" "Edit" etc. commands on the main toolbar,
or shut the program using the "X" at top right corner.

When I try to restart the computer I am sent back to that program as if the
computer is reminding me to exit it first, but I cannot.

What do I do?

Try restarting in safe mode (tap F8 several times after the computer
ends its POST pahase and before windows starts), uninstall the program
from safe mode, restart the machine and reinstall the program.
