Have connection, but not with http

I am using Windows XP and IE7 with current updates. I have a home network
connected to a cable modem via a wireless router. I have suddenly begun to
experience intermittent outages of http traffic. When this happens, my
browsers (IE and others) fail to find any web sites. However, at the same
time, I can ping the sites fine, by DNS name or by IP address.

I have checked for malware and proxy settings, and nothing is found. I have
reset IE7 to defaults. I even replaced the router. I have reset the cable
modem. Nothing seems to fix it except time. But it will fail again. It
fails wired & wireless. All PCs fail or work in tandem. During the failure
mode, non-http traffic still works, like my TiVo internet downloads. My
wireless PC never fails when connected to other locations.

I am beginning to think I have a problem with my cable provider. Any ideas
before I call them?
