I put the XP CD in the tray and restarted.. it goes
directly to the desktop without giving me the options to
format, is there something I need to do to get my system
to boot from the cd since restarting didn't do the trick?

Assuming you have a newer (last 5 years) computer....
To boot from the CD, you'll need to go into the BIOS setup during the first
part of the boot sequence (usually hold F1 or F2, or DEL key for setup
depending on brand). Once there, look for booting options and set the
CD-ROM to be the first boot device. Then exit and save settings. Your
computer will restart and boot from the CD. (Make sure the CD is in the
drive first!) After you're done reinstalling XP, you'll want to set this
back to boot from the hard drive first.

Hope that helps,
Robert

Thanks, wish me luck I'm going for it.
