Hard Drive will not format in normal mode

I cannot format my D drive, which is the second internal
hard drive on my system. I only have two. I also have an
external firewire hard drive plugged in all the time.
When I try to format a message box tells me that the
drive is in use by another program or system operation. I
was able to format the drive by going into Safe Mode and
formatting. What should I check?

Is system restore monitoring that drive?

Where's your pagefile located at? If on the second drive, move it back to
the first one until the formatting is completed.
