Since you're running inetinfo.exe you must also be running some combination
of an ftp server, nntp server and or some other component of IIS which may
be the cause.

And here's a neat twist - when I open Internet Explorer,
the hard drive stops and functions normally - when I close
IE, it's starts spinning again. It's not FindFast indexing
either
