Hard Drive cyles when cd is in dvd rom drive

My hard drive cycles (red light flashes on and off) and my computer runs slow
when I have a cd in the dvd rom drive. I use windows xp pro. I have changed
settings so that take no action when music, dvd, etc. disc is in drive. I
really need help with this one. If more info is needed to diagnose this I
will supply it. Can you tell me what to do?????????????????????????

Does the same happen when there is a DVD in the drive? If no, then i
would suspect there is a drive problem with the CD laser. If yes, then
take a look in Device manager at the IDE controller and the Primary
channel properties. See if the Advanced setting for the devices is set
to DMA. If it fell back to PIO, Uninstall the channel and then "Scan for
hardware" to re-install it.
