Was the system running well before this? Why did you just now install
NAV2007? Did you suspect a virus infection? Presence of malware can
interfere with the installation of an AV program or it's scanning. Here are
some links for dealing with malware. If it's not due to the presence of
malware, perhaps NAV2007 just doesn't run well on your system. There are
other programs, some free, that run well and are not the resource hog that
Norton home products are. Among these are Avast (free), AVG (free),
Anti-Vir (free), CA eTrust (low cost). Nod32 is an excellent AV program
too, but more expensive.

I had same problem with NAV2006. Cause was improper system clock setting.
Restart PC and enter bios. Make sure the clock is correct. After startup,
make sure Windows clock is correct. It doesn't need to be perfect match but
variance in the dates will surely cause problem. If this was your problem,
then you'll probably need to uninstall Norton then reinstall it as the change
in clock will make the subscription expire but you can try "check
subscription status" and see if it resets it.

I think you meant to reply to the OP, I'm not the one with the problem.
