Harasing pop up balloon - XP

Help.
When my computer is connected to ISP two little monitor
appear, in notification area
indicating, that connection has been establish. then suddenly big
white balloon pops up in my
notification area telling me for the next 32 sec. that "eol.ca is
now connected, Speed: 36.3...".
Is there any way to disinfect that irritating and idiotic big
white balloon?

Hi Henry,

Disable Balloon Tips - Start/Run/Regedit
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advance
d.
Modify or create, "EnableBalloonTips" and set the Value to 0. To restore set
the Value to 1.
