Hangs on startup

I had to shut down a program during an infinate loop. Now when I startup XP,
the hard drive spins like crazy, it talks forever to startup and then soon
after startup, I get the blue screen of death. Please help.

What is the error code (starts with 0x000 etc.) on the blue screen?

I can't get the blue screen back. How do I stop startup programs? I think
something that is run at startup is causing the issue.
