Can handout master be created that will:
1. Convert a color presentation to grayscale
2. Change the fill of all text boxes and Autoshapes to "No fill"
2. Add a footer that will only appear on the printouts but not on the slides
3. Be applied to a pre-existing color PowerPoint presentation so that all
the above gets done automatically?

What I am trying to do is to avoid the drudgery of doing all the above slide
by slide before printing handouts. I wonder if all that can be done with a
master and without purchasing an outside tool.

The master doesn't control HOW a presentation prints, just where the shapes
appear on the printout. But ...
1. Convert a color presentation to grayscale

Choose Grayscale or Pure B/W in the Print dialog box.
Or print to a b/w printer - it'll choose grayscale by default.
2. Change the fill of all text boxes and Autoshapes to "No fill"

If you put PPT in B/W view, you can rightclick on any shape and choose B/W to
set how it'll appear in grayscale printouts.
2. Add a footer that will only appear on the printouts but not on the slides

See John's comment on this and also on whether printing in pure b/w doesn't do
it for you.

Pure B/W does do it for me. I just always selected grayscale which is my
fault and in grayscale the objects' color fill made the text in them
illegible. Works in B/W though.
