hal.dll missing or corrupt

I'm running winxp sp2. The computer has multiple IDE drive and a USB
external (backup) drive attached. I receive the above error the other
day when starting up the computer. I booted into the recovery console
and tried several suggestions with out fixing the problem. However, I
did notice that the the recovery console was showing d:\windows instead
of c:\windows. I disconnected the USB drive and the computer worked
fine. Does anyone know why I would get the above error with the USB
drive attached ?
 
Joe, that message usually mean that Windows can't find an appropriate
boot.ini in the OS drive. It must have looked at your C: drive (USB) and
gave the error message. Strange that the USB should have taken that drive
letter.

Boot to Windows and then connect the USB. Go to Disk Management and change
the drive letter of the USB drive to E, F, G etc. What-ever you like. That
letter will stick as it's stored in the DiskID.

By the way, what was the drive letter showing in Disk Management before you
changed it?
 
It use to be my F drive. But I didn't change it. So, I'm not sure why
it started seeing my USB drive as my C drive.
