Guest Account won't load

When I click on the Guest on the Welcome screen it loading your persoanl
settings then says saving your settings then gos back to the Welcome screen.
Want to get it working again.

Go to Control Panel, Administrative Options, Computer Management, Users and
Groups, Click on Users, Double click into the built-in account guest. If its
not there you or an application running in high proviledges has deleted the
account. However if you see it it should be there, make sure the account
isn't disabled.
