power schemes

when i go to display properties
powers schemes
whilse logged on as administrator the power schemes are greyed out.But they
are present when logged on as guest
screen saver also only works in guest account .have tried
looking at the processes running in both accounts by pressing Ctrl alt
delete but cant find problem any idears welcome
