Group Policy

I'm making changes for a new deployment of XP Pro computers.
I'm applying Group Policy changes for users.

In the Group Policy Console, i see

"Computer Configuration"

and

"User Configuration"

I see changes to the User Configuration works.
Can anybody help me by explaining what "computer configuration" is?
ANd how do I get it to work?

Next question was, is there a way I can just add a container in Active
Directory, and add "Domain Users" inside that container. Then apply the
group policy to all "Domain Users".

Right now, I have to 'move' individual users into that container for them to
get thier policies applied.

From HELP:
Computer Configuration
[[Administrators use Computer Configuration in Group Policy to set policies
that are applied to computers, regardless of who logs on to the computers.

Computer Configuration typically contains Software Settings, Windows
Settings, and Administrative Templates. However, because Group Policy can
have extensions added to or removed from it, what you see might be slightly
different.

User Configuration
You can use User Configuration in Group Policy to set policies that apply to
users, regardless of which computer they log on to.

User Configuration typically contains subitems for Software Settings,
Windows Settings, and Administrative Templates, but because Group Policy can
have snap-in extensions added to or removed from it, the exact set of
subitems that you see might be different.]]
