After a HD crash, I'm reinstalling Windows XP Pro and trying to eliminate the
duplicate My Documents and Owner Documents folders. I am the only user
(admin) and just want to minimize this redundancy. When I open Group Policy
(gpedit.msc) the help menu directs me to Folder Redirection under the User
Configuration in the Group Policy console tree. However, there is no Folder
Redirection listed on my the beneath Windows options or any of the
subfolders. How do I go about solving this dilemma?

Folder re-direction is not a standard option. You can use a registry
hack or get TweakUI for XP to change this. However, Microsoft will
not support any change.
