Group Policy

I am running Windows XP Home with SP 1&2.
My Security Center is under the control of Group Policy and has the Firewall
turned off. I am not on a network and a Network Administrator does not
exist. I have read through tons of Help & Support articles but no luck.
"gpedit.msc" turns up an error message "windows can not find" Why is this
the situation and how do I regain control of my computer? Please Please
Please help.

Hi here, gpedit.msc doesn't exist in Windows XP Home, only in Pro.

Certain Administrative Templates from the Windows XP Security Guide may
prevent you from starting the Windows Firewall service in Windows XP Service
Pack 2
