Reset the Windows Firewall Policy settings to defaults:
http://windowsxp.mvps.org/resetfwpol.htm

Then follow-up with Malware cleanup

What did not work? Was the Windows Firewall registry key present?

OneCare seems to have it's own firewall, and it's disabling the
Windowsfirewall setting automatically. that means you can control your
firewall settings using the OneCare user interface.

After removing OneCare, the group policy settings are no longer in effect.
