Hi,

Group policies for users are automatically applied at logon and then by
default every 90-120 minutes. On a DC they would be applied every 5 minutes.
Computer policies are automatically applied at startup and then also every
90-120 minues and on DCs every 5 minutes. Some policies might require a
reboot.

You can also force a refresh while logged on by using the gpupdate (switches
are available) command from your run command.

Talk to your System Administrator. They can make the policies not apply to specific users, or elevate your privileges, as required.

Only an Domain Admin can prevent it. It is an option available within the
Group Policy MMC.
