Group Policy with Outlook Deployment

Is there a way to use GPO to creates the user's Mail Account Profile when
the log into a machine that they have not been on before so they they don't
have to set it up themselves or so I don't have to have IT people stand
there with them and do it after they log in the first time?

Outlook being used is 2003 and is running as just a normal Exchange Client.
Nothing special, nothing unusual.
 
Microsoft uses text files with a .prf extension and a highly structured format to provide information to OUtlook that enables Outlook to create or modify a mail profile. You can create such .prf files with the Custom Installation Wizard or Custom Maintenance Wizard tools in the Office Resource Kit.
