Group Policy issue

A previous admin changed the default group policy to restrict a setting on
the desktop machines. I have changed this setting back to the default
setting but the setting is still being enforced on the local PC's. If they
reboot the pc it goes to the setting I want but after a while it reverts back
to the old setting. I check every GP and nothing else specifies this setting
and I even created a policy and assigned to the group that would give them
the setting but it would still revert back. What can I do to fix this?

Instead of NOT Configured, use Disabled.
