Group Policy Problem

Hello all i am haveing a big problem.
I am running Windows 2000 Server SP4 all workstations are Windows 2000 SP4.
I have active directory set up with multiple OU's inside a single domain. I
created my own group policy and applied it to each OU individually well
someone thought that if they applied the group policy to the whole domain it
would be the same as applying it to each individual OU. There is the problem
the GP is set up so that the user has no access to the control panel or the
mmc. Now i cannot open AD to remove the group policy from the domain and
switch it back to just being applied to the OU's. I have run out of things to
try and have not found a solution yet. Any suggestions would be appreciated.

Do you have a secondary domain controller on the network. If so, then
use that domain controller to reverse the action. If not, then use a
Windows 2000/XP client to install the adminpak
(http://support.microsoft.com/?id=269483) and access AD from there and
reverse the change to the domain group policy.
