Group policy for desktops (wallpaper)

Use the 'Active Desktop Wallpaper' setting under User
Config/Admin Templates/Desktop/Active Desktop. It wont
let you revert back to what it was before, but you can
specify which wallpaper you would like displayed.
 
How do you even get to this point of User Config/Admin....?
