Enforcing (no) wallpaper in Group Policy

Hi

We are considering enforcing "no wallpaper" in Group Policy. I have followed
the explanation for the setting UC|AT|Desktop|Active Desktop|Active Desktop
Wallpaper which states "You can type a local path, such as
C:\Windows\web\wallpaper\home.jpg or a UNC path, such as
\\Server\Share\Corp.jpg. If the specified file is not available when the user
logs on, no wallpaper is displayed. Users cannot specify alternative
wallpaper"

Whilst the above seems to work great by spceifying a path with a "null"
wallpaper file, many of our user's are savvy enough to work out this setting
from LGPO or registry and name the wallpaper of thier choice to the "null"
name specified.

I would welcome any assistance in how to work around this.
