greyed out security

On a Dell OptiPlex running Winxp Pro, when I go to the security center
to instigate auto updates, I find that both auto updates and the
firewall choices are all greyed out and I cannot get them to become
active. It would explain why the computer was running on WinXP SP1
without the critical updates. The computer was also hijacked by
coolweb.e and in cleaning this and checking the security, I found this
unusual situation. Never seen it before and have no idea why it is
greyed out or how to activate it.
Could you please advise

Is this computer on a domain. Because it sounds like there are Policies that
are saying not to be able to change that.
