Gray screen.... not able to change background. PLEASE HELP!

My background is gray and i do not have the ability to change it. When i go
into Display Properties and Desktop... i cannot change the background. Can
someone help me? I have tried restarting, deleting, restoring... what's left?

I have the same problem but my screen turned white and won't hold my
background picture. I displays for about 1 second then turns white. I'm not
sure what to do either.
