various desktop problems with XP sp #

Since installing XP sp 3 I cannot change the Desktop background, my screen
saver keeps being changed to "None" and I cannot display the Desktop Icons.

I got the desktop background and the icon thing fixed but the screensaver is
still being changed to "None". This screensaver issue is present on two
computers in our household, both using Windows XP sp 3. The screensavers that
came packaged in XP and the Acquarium screensaver in the Plus package work.
Other screensavers in the Plus package are changed to "None" as is the ACDSee
screensaver which I used prior to XP sp 3 and in Vista -- before I reverted
to XP. This, along with other assorted issues with XP sp 3 has me
contemplating going back to Vista which is Windows ME revisited.
