Grant Users ability to configure Telephony drivers

Is there a way to grant the Users local group the abilty to configure
Telephony drivers. Specifically in Control Panel, Phone and Modem Options,
Advanced. The configure button is grayed out for all but the Administrators
group. I am using a Cisco TSP telephony driver that needs to be configured
by the users there.

Ok, hang on, here we go.
1. Login to the machine as administrator.
2. Set the Telephony driver to the state you want it to be for your users.
3. Create a new user and make him/her/it administrator
4. Logout as administrator
5. login as teh new administrator equivalent
6. Change to the Documents and Settings directory.
7. Open Windoze Exploder
8. Select Tools, View make sure that SHOW HIDDEN FILES AND FOLDERS is checked.
9. Open the Documents and Settings/Administrator folder
10. Find NTUSER.DAT and NTUSER.DAT.LOG files.
11. Copy them to the DEFAULT USER Folder. Overwrite when it complains.
12. Right click on my computer, select Manage/Users and Groups.
13. Delete the user you're logged in (unless you want to keep it for later use)
14. Say OKay when it complains about us all being great children and unique and delete the user.
15. Log out.
16. Log in as the administrator.
17. Right click on My Computer (or Ralph in my case)
18. Select Properties/Advanced/User Profiles/Settings. You should see an orphan profile. That's the admin profile for the user you deleted..
19. Delete that puppy.
