GPO to disable Transition effect

I am looking for a GPO setting that will disable the fade transition effect
on menus.

I tried 'User Configuration\Administrative Templates\Windows
Components\Windows Explorer\Remove UI' but that just disables the ability to
change the setting.

The transition effect on all my systems seem very poor visually; it kind
of stutters...
