GPO depending on PC being logged on

H Everybody,

in our Win2K-domain I want to set up a group policy to a subset to my users
depending on what type of computer they log in.
To be precise, my users should be unable to change the proxy settings for
their IE, except when they log on theier laptops, since they use it in other
networks, too.
So far I created a OU called laptops for the latop computer accounts and
placed a GPO in that OU disabling the administrative template "deactivate
changes in proxy settings", thus allowing the users to change the proxy
settings. I created a user group called "laptop-users", placed the
appropriate accounts in it, and granted the rights to read and apply group
policy to it.
However the GPO is not applied to the users.

Can anybody give me a hint on how to proceed ?

Just in the case your .de in the mail adress isn´t a fake,
