GPO and Terminal Servers

After reading all of the TIDs and posts about setting up
GPOs for Terminal Servers, I created another OU called
Terminal Servers under our domain and setup two policies
under it: 1) TS-Loopback policy, 2) Highly-Restricted
Policy.

The OU for the terminal servers is at the same level as
our users OU, and for some reason the policy will not
affect the user unless I move the user object under the
Terminal Server OU...

Anyone know why the GPO won't stick to a user in another
OU?

Please ensure that you have configured the Loopback policy properly for the
OU where the terminal servers are at. Any users using the terminal server
will get the policy configured at that OU. Please look at article How to
Apply Group Policy Objects to Terminal Services Servers WGID:358 ID: 260370.
