gpedit.msc affect Outlook Express ?

I used gpedit.msc (group policy
editor) to enable "Do not allow
Window Messenger to be run",
thereafter my Outlook Express 6
will took much longer time to
start up (almost 1 minue !)
Any reason why?

In OE, Tools - Options uncheck 'Automatically log on to messenger'
*and* in its View - Layout, uncheck Contacts (which are managed by
Messenger)
