Google toolbar notifier

My software firewall asked me if I wanted to allow internet access to
"Google Toolbar Notifier". I replied no because I was not sure what it was.

What is it notifying and to whom? Is this spyware?

Is it spyware?

It must have downloaded with IE7 which I have since uninstalled to return to
IE6, but it must have remained behind. I just uninstalled it.

I am not aware of any IE7 installation that would include Google Toolbar.
