Global user desktop settings

Is there a way to globally set user preferences (desktop settings) no matter
who the user...prior to first use?

I'm logged in as administrator and have used sysprep to prepare the source
drive for imaging/cloning, but after testing the final result on a target
drive, I find that any subsequent new user at boot has default Xp desktop
settings. Thanks.
 
create an account and install software and make all the settings that you
want. then copy this profile over to the "default users" profile
%systemroot%\documents and settings\default user. this is a hidden folder
and you can not be in the account that you are coping when you finally copy
it over.
