Sysprep and Windows XP SP3

In some of my older images I've been settings things like UI theme and
desktop background in the Administrator user profile. Well with XPSP3 no
matter what profile i set or what options are configured, It launches with a
fresh profile like it is out of the box. What am i missing? is this new
settings in the sysprep.ini file? am i needing to use an updated Sysprep?
(I'm using the one from SP2) I'm not finding what I'm missing. Please help me
out here.

As I understand it, SP3 reverts back to the way it was before SP2 - that
is, you need to make changes to the default user profile (\Documents and
Settings\Default User). Or, since the fix for KB887816 is included in
SP3, if you want settings to be migrated from the local administrator
account to the default user's account, add the following to the
Sysprep.inf file:
[UNATTENDED]
UpdateServerProfileDirectory=1
