Giving permissions to other accounts on Outlook 2003

I've recently deleted IE 7 Beta 3 sometime ago before IE 7 was released and
now on my mothers Outlook 2003 account on the PC that I currently use, she
can't seem to click on any links in her email to open up a browser leading to
the address the sender is sending to her to go to due the following message:

"This operation has been canceled due to restrictions on this PC. Please
contact your system administrator."

I've never put any kind of restriction on my PC and yet this is what
happened to my mom's email account access rights. If anyone can tell me how
to fix this, I would really appreciate it. Thank you so much.
