giberish in typing Cyrillic letters

I am experiencing the following problem with typing
cyrillic letters: in the webforms such as web-baased mail
clients, forums etc instead of cyrillic i have some
special symbols. Interstingly enough, if i type in word
text editor and then cut-paste it into IE, it works.
Removing Russian layout and installing it back did not
help. Reading pages in Cyrillic is ok.

What could be that be?
