Ghost folder shows on taskbar, not active can not close

Recentky I have had an ghost folder/program show up on my taskbar. When I
right click on it there is no pullup menu window with it. I can't close it
unless I reboot. after a reboot it returnes sometime later (not really sure
of the time frame.) It's annoying and causes us to wonder if there is a
hidden program running on the computer. Antivirus sweeps turn up nothing as
well as spyware sweeps and adaware sweeps.
What could it be?

Control Panel > Date/Time/Language Options > Regional Options & Languages >
Languages Tab > Details Button > Settings Tab > Language Bar button > UNCHECK
the top box "Show the Language bar on the desktop.
