Getting Rid of Chineese characters in my task bar

I am so tired of not being able to read some task bar information because it
is in Chineese characters. i have gone into my contro panel and got rid of
the asian characters, but when I go to say for instance "print preview" the
task bar is in Chineese characters. How do I get this to revert back to
english permenately.
HELP.

To be more specific I have windows xp with all upgrades added, and when i am
in note pad i try to preview a item i wish to print and when the preview
window comes up it has chineese characters, in second from top bar, I think
this is the action bar, I have gone to the control panel and in language i
removed the asian check marks, and I still have the characters on my action
bar how do I change this to all english???
