Getting my links to connect

I'm new to FP, new to HTML, etc. I'm trying to link my pages, and I've
followed the ctrl-k and dialogue box instructions. My links are underlined,
but when I click on them, nothing happens, in either Design of Preview view.
What am I doing wrong?

Yes, using the Preview in Browser button on the toolbar.

Does it work when you preview in browser?
