Getting Lock Workstation, Shutdown, Task Manager, etc. dialog box?

Is there anyway to get the dialog box that has the Lock Workstation, Task
Manager or Task List, and Shutdown buttons on a Windows XP computer that is
not part of a domain. I have a Windows 2000 Server that does this without a
domain. I'm actually using Windows XP Home, so I am not sure if that is the
problem or not. I know I can lock the computer by hitting the Windows key +
L, but I was curious about the dialog box. (I do not have Fast User Switching
turned on, and the only account set up does have a password).

Hi Nick,

You will need to disable the Welcome Screen and revert back to Classic style
under User Accounts. Also check: Go to Start/Run and type in: control
userpasswords2 and press ok. Advanced/Secure Logon for added info.

Tip:

Add Control UserPasswords2 to the Control Panel (Line 1)
