Locked workstations

We have a large number of Windows XP workstations. We need to enable a
group of users to logoff the existing users out of the locked workstations.
How do I grant that specific right to a group without making them Local or
Domain Administrators.

I'm afraid you can't. If you don't want to grant them local
administrative privileges, show them where the power button is located
on the computer.
