Getting Japanese IME for XP Home

I have tried several attempts to download from MS, but after the download,
the install errors out by saying this can only be installed on Office XP. I
used to be able to use Japanese IME with Windows 98, but when I went to XP
for the Home, I appear to be out of luck. I have tried all the steps, in the
Windows XP process, as places say that the IME should be available. The
steps appear to work, but the Language Bar never appears, so sort of stuck.
I did a search and found a folder called IME in the Windows folder, but other
than some DLL files, there are lots of empty folders. Any ideas?
