I can't get into 'safe mode' at boot up so as to be able to delete a
few files that don't want to delete. Is there some other command or way
to get into safe mode?

Turn off the computer.
Turn on the computer.
Before you see the Windows XP logo, start tapping F8 slowly.. once per
second.
From the menu that comes up, choose Safe Mode.

I have tried that but it isn't working. Any other ways?

Use the System Configuration Utility to enter into Safe Mode.

Start > Run and type

msconfig.exe

Click on the BOOT.INI tab and place a checkmark for "/SAFEBOOT'. Apply and
restart the computer to enter safe mode. Remember to reverse the changes to
the System Configuration Utility (msconfig) when you are in Safe Mode to
boot the computer in a normal mode.
