getting installed CD/DVD player to work

Being a new PC user I (somehow) turned off (?) the driver for my CD/DVD unit.
Reading the help & support hints about deleating the driver and then
reinstall has done nothing. In fact, when attempting to use the help &
support section, I sometimes get the msg "framedyn.dll was not found" or
"object doesn't support this property or method". I know I am a novis, but
is the system trying to tell me "OK Dummy, you messed your system up so bad
the only thing to do is reinstall you supplied System Recovery disk! ????"
Being a retirerd military electronics man, I always look to the hardware
first, not the software. Can anyone help. Thanks
