Getting hold of MUI (multilanguage user interface)

I am looking to buy a new laptop and wish to equip it
with Windows XP and MUI
(Multilingual User Interface) East Asian edition. I have
just read that "the
Windows XP/2000 MUI is sold only through Volume Licensing
programs such as
the Microsoft Open License Program (MOLP / Open), Select,
and Enterprise
agreement (or with a new computer as an OEM version at
customer request). It
is not available through retail channels." Does this mean
that I, as a single
non-business customer, have no way to get a hold of MUI
East Asian edition?
I am English, currently studying Chinese in Taiwan and
will need to run both
Chinese and English programs. I have been informed that
some dictionary
programs run into problems on installation specifically
due to the operating
system being in English. MUI seems like the perfect
solution to this.
Can anyone tell me how I can get a hold of a copy?

Alex,

As you have summarised - as a single user you cannot acquire the MUI packs.
You have the option of purchasing 2 different language editions of Windows
XP and dual booting (not sure how you will cope with the keyboard setup).

Hi Alex,

That's what it means. It's not a consumer product. The only other way of
obtaining the MUI is via an MSDN subscription.

And that would be for development use only - not the day to day scenario the
original poster was enquiring about.

This has to be about the craziest scenario yet to come form Microsoft.

There are significant numbers of people living and working in countries
that are not their native countries where the MUI provides in most cases the
ideal method for resolving a lot of issues. I fail to understand why this
option is only available to the MOLP programs etc.

Who should we contact to try and get this crazy situation changed, even if
we have to pay a small premium for it.
