Getting error message trying to get to either command prompt or registry editor.

The following error message I receive when I try to enter
the command prompt or registry editor is...e

When I click a hyperlink in my document, I receive the
following error message:

No program is registered to open this file.

How do I correct this problem?
 
Are these you only two unusual symptoms?
You may want to try a repair install of XP, if you don't have any particular
theory about why this is happening.
