If you're not getting a dial tone, it's very unlikely to be a software or
Windows problem
The dial tone should be heard as soon as the modem goes off-hook, just like
when you lift a telephone receiver.
If there's no dial tone, you probably just don't have things plugged in
correctly. Plug a telephone in where you are plugging the fax line in -
right up to the cable you are using - and verify that you get dialtone. If
you don't, there's the problem.
Some modems have two jacks on them, and sometimes they don't work the same.
Look on them for icons for line or handset.
And you can't fax over broadband or digital systems. You have to use a
modem and a regular, analog telephone line. If you have a digital phone
system, like an office PBX, you will need different hardware.
