Getting 2 PC's to fax from the one PC

I have 2 networked PC's. They share the same internet
connection. I send PC faxes from one (call it the Master)
and want to also send them from the Slave. The Master has
the modem connected to it. However, the slave will not
dial the fax numbers from the fax console. The outgoing
faxes just sit there as pending.
When I connect to the internet, the slave will grab the
modem on the Master and connect happily, but when I ask
the slave to send a PC fax it does not grab the Master
modem. What do I do to fix this please?
